The completion of the game was done by Rough As confirmed by Nintendo at Joystiq, the development of The Legend of Zelda: Ocarina of Time for Nintendo 3DS 3D was not done internally, but has been entrusted to an external team. Raw, the company responsible for the remake, was founded by Koichi Ishii (director of titles such as Secret of Mana and Final Fantasy XI) and previously worked with Line Attack Heroes for the digital platform WiiWare.
