Dawn of War II: the DLC is region locked,

Dark Angels, the new DLC Dawn of War II: Retribution is region-locked, meaning that you can not download it in Europe with a U.S. code and vice versa. "If you received a code to download it from the official forum or in any other way and you live outside the U.S., you can not download the DLC," said Hirmetrium, moderator of the official U.S.

forums. It matters little, however, because Dark Angels is officially released in Europe on Wednesday and is available on Steam at € 5.99.
